Ashley Greene wore a different wig than the one she wore in Twilight, to portray Alice Cullen. She also cut her hair quite short so that it could fit under the wig.

Alice was only “blocked” from seeing Bella when Jacob or other wolves were in close proximity to her. Bella was alone when she jumped from the cliff and was knocked unconscious (so Alice psychically caught that moment) then Jacob rescued her and remained with Bella until meeting up with Alice at the Swan residence. Since Jacob was with Bella the whole time Alice couldn’t pick up any activity concerning Bella making her think she had no activity because she was dead. But if Jacob or other wolves were a few houses over from Bella, Alice would be able to pick up on her.
